Implemented More Accurate/Consistent Portal Addresses

    I decided that the street addresses that Ingress gives for a portal are slightly better than worthless. They aren't consistently formatted or accurate.

    Because of this, we have purged all street addresses that came into the system from email damage reports, and have replaced them with more accurate addresses for all portals the system knows about.

    This has the added bonus of being exponentially more accurate when the system internally determines the city of the portal (which is used to calculate an agent's most played area). We no longer need to try to parse out the city from the full address string (which was making automatic determination of the city a portal was in simply not working that well when you start factoring in different countries have different address formats).

    Either way, Outgress street addresses should now be much more accurate and consistently formatted than the ones Ingress supplies.
