    Is it possible to merge alerts from different Accounts to archieve more accurate group alerts?

    Like Sharing Portal Groups and opt-in.

    No, it's not. You can share a portal group with the public link on the portal group setup, and it would be easy enough for someone to take those portals and make their own group, but you can't just move portal groups between accounts, no. And the designations they use are specific to them since it requires their credentials.
